Publicly Available Specification (PAS 91) is a publicly available requirement that deals with the nature and format of a set of questions on core criteria that acts as a pre-qualification to get construction tendering for suppliers and potential buyers.
It is intended that the questions are also used in the intermediary role between buyers and suppliers by the assessment providers. It was launched in the year 2010, month of October, to provide construction clients, contractors, designers and coordinators. A final version of PAS 91 has been launched in April 2013 aiming to reduce the burden of the pre-qualification. Now is that it? The questions are divided into 2 modules; one module (A) deals with assessment of the capability of all the suppliers, and other question module (B) that deals with buyers. PAS 91 has been developed keeping in mind of the objective of reforming and reducing the cost of pre-qualification in construction procurement process.
